All new floors should have thermal insulation included, and underfloor heating that is added to existing floors will perform much better if insulation is added under the heating to reduce the heat loss downwards.

Marmox insulation boards have a high insulation value and high compressive strength, and they can be embedded in tile adhesive or mechanically fixed (screwed). They are rigid enough that heating cables and tiles can be laid directly on them, making them ideal for many underfloor heating applications.
